Registration fees include instruction, reference materials, continental breakfast, lunch, and refreshments. Event photos will be used for association purposes.
Cancellation Policy:
A $20.00 administration fee per day will be subtracted from all conference refunds of registration payment for written cancellation requests received on or before 12:00pm on Friday, April 7th. After this date, no refunds will be made. Substitutions will be accepted by contacting the Treasurer at treasurer@cela1.org by Monday, April 17th, 2023.

Solving the Puzzle: Identifying an Understanding Hoarding Disorder (.3 CEUs)
Encountering a hoarding situation in a housing unit can be like solving a puzzle. Finding the right pieces to match, knowing where to place them and seeing the bigger picture through all of it can be a daunting task for any code official. Greg Smith has over 14 years’ experience dealing with hoarding situations on a professional and personal level. By sharing his experience as a municipal inspector and personal relationship with a person who has hoarding tendencies, Greg will help code officials deal with the ever-changing puzzle that is Hoarding.
Preparing Your Case: Documentation, Report Writing and Evidence. (.3 CEU’s)
Working as a Code Enforcement Official, Building Official, Plans Examiner or Permit Technician comes with a lot of responsibility. Daily, you will encounter situations that require documentation of your interactions, actions, and results. Each case will be unique and require different steps and methods to document it from start to finish. If any of the steps are missed, it weakens the case and the credibility of the staff and the jurisdiction. From housing inspections and property maintenance cases to permit requests and plan submittals diligent attention to the process of documentation is needed. This class will go over procedures, processes, and best practices for maintaining professional documentation, writing reports, and documenting evidence for housing inspections, code enforcement cases, ad building permit and plan submittals and reviews with the assumption that someday the information will be needed at a hearing, appeal or court proceeding.

Bryan Wagner will get ready to sprint through the chapters of the 2021 International Property Maintenance Code (IPMC). Learn to quickly navigate the IPMC in a fast-paced format. Particular attention will be placed on Chapter One (Scope and Administration) and Chapter Three (General Requirements). Don’t forget to bring your IPMC book to class. Participation is required!
2021 International Zoning Code Crash Course (.3 CEU’s)
Bryan Wagner will get ready to sprint through the Chapters of the 2021 International Zoning Code. Learn to quickly navigate the code in a fast paced and fun format. Don’t forget to bring your copy of the IZC to class.

Certification Testing Information:
Certification testing for the Zoning Inspector and IPMC Housing Inspector will be offered after the conclusion of the conference on Thursday, April 20, 2023. If interested, please review the links below for information. Testing may be completed using the 2018 or 2021 code books. Participants will be required to bring their own books and device to take the exam.

Exam registration and payment will be through ICC. Exam costs are $290.00 for non ICC members and $230.00 for ICC members. ICC testing application must be submitted by April 14, 2023 to ICC.

Exams must be prepaid before April 20th and limited to the first 20 candidates. ICC will contact you for payment.
